Modifying the battery to remove a cell will screw up the battery management system and would be a huge fire hazard if it was shorted while performing a modification. 

Put one , two or three high currant silicon diodes in series with the battery output, each silicon diode has a voltage drop, diodes in series add, so its very easy to take the voltage down and much easier than a battery modification.   Old 2n3055 power transistors are cheap and perform a similar function when correctly wired.   

2nd option is to sell it .
